Un-allocate a child to return them to the waitlist with program preferences

There are times that a child may be allocated, and that allocation needs to be undone, with the child being returned to their previous state of holding program preferences. . 

Please note, this is different from updating a child's status to Care No Longer Required if they wish to be removed from the waitlist or are ceasing their enrolment. 

To un-allocate a child from the program they have been allocated to follow these steps
