Overview
Priority of Access (PoA) is a Victorian Government policy that requires funded kindergarten services to prioritise enrolment for children who are at risk of disadvantage or vulnerability. When there are more enrolment applications than available places, services must apply this criteria to determine which children are offered a place first.

The TY / NY - Priority of Access field automates this check by evaluating the child and family information recorded in the system. It returns True when a child meets one or more of the criteria outlined below.

The result is True when any one of the criteria below is matched (an “OR” check across all criteria).
Child-based criteria (any one will return True):

Important: The Visa Type check above (Applicable Concessions “contains” matching) does not validate any card expiry dates. Expiry dates are only validated when using the specific card fields (Health Care Card / Pensioner Concession Card / DVA Card).
