TY - Priority of Access
The TY - Priority of Access field is calculated for children whose Current Program Type contains 4 Year Old.
The result is:
- P1 when any P1 criteria is matched
- P2 when P1 is not matched and any P2 criteria is matched
- Blank when neither P1 nor P2 criteria are matched
Note: In the current rules, TY - Priority of Access uses the same P1/P2 logic as TY - Pre Prep Priority Cohort.

Important: For the Visa Type (Applicable Concessions) text checks above, there is no expiry date validation. Expiry dates are only checked when the separate card fields (Health Care Card / Pensioner Concession Card / DVA Card) are set to True.
